As from 1 January 2023, foreign citizens studying full-time bachelor’s, specialist's, master's, postgraduate or residency programs with state accreditation, or a program for the training of research and teaching personnel in a postgraduate school at state educational or state scientific organization, are eligible to apply for a temporary residence permit for the purpose of education (hereinafter – TRPE), as per Article 6.2 of the Federal Law On the legal status of foreign citizens in the Russian Federation (hereinafter – the Federal Law).
TRPE is issued for the duration of the study program and the next one hundred and eighty (180) calendar days after the end of the study period; if the decision to issue TRPE is positive, a corresponding stamp is affixed to the passport of the foreign citizen.
The documents for issuing TRPE shall be submitted by the foreign citizen in person or via the Single Portal for State and Municipal Services to the migration office responsible for the particular study location.
TRPE provides foreign students and postgraduates with a number of benefits:
- if the foreign citizen arrives by visa, he or she will be issued a multiple-entry visa for the TRPE validity period;
- no obligation to submit an annual confirmation of residence in the Russian Federation, unlike other residence regimes in the Russian Federation;
- student (postgraduate) with TRPE will be able to stay in the Russian Federation for the entire study period and then for six months after completing his/her studies, during which it is possible to apply for a residence permit without having to leave the Russian Federation;
- opportunity to apply for a residence permit is also granted for a period of three years after completion of education without applying for a temporary residence permit;
- confirmation of Russian language proficiency, knowledge of history and basics of Russian legislation is not required.
In case of transfer to part-time or extramural studies, or early termination of studies at state educational (scientific) organization, the TRPE shall be cancelled.
After the TRPE cancellation, the foreign citizen may re-apply for TRPE, if eligible, without complying with the deadline set out in Article 6(6) of the Federal Law (not earlier than one year from the date of rejection of the previous residence permit application or cancellation of a previously granted residence permit).
