Entry into the Russian Federation for foreign citizens and measures to prevent the spread of COVID-19
Foreign students, postgraduate students, residents and students of preparatory courses are allowed to return to Russia to continue their studies.
Regularly updated by Rospotrebnadzor, list of countries whose citizens are allowed to enter Russia can be found in Appendix № 1 to the Order of the Government of the Russian Federation dated March, 16, 2020 № 635-p “On temporary restrictions on the entry into the Russian Federation of foreign citizens and stateless persons, including those arriving from the territory of the Republic of Belarus, as well as citizens of the Republic of Belarus” (as amended and supplemented).
Important information! In accordance with the Decree of the Chief State Sanitary Physician No. 17 dated July 02, 2021, citizens of Armenia, Belarus, Kazakhstan, Kyrgyzstan, Tajikistan, starting from July 10, 2021, and citizens of Azerbaijan, Moldova, Turkmenistan, Uzbekistan - from September 01, 2021, when crossing the state border of the Russian Federation have to confirm the negative result of laboratory testing for COVID-19 by polymerase chain reaction (PCR) using mobile app «Путешествую без COVID-19» («Travelling without COVID-19»).
Before arriving in Russia, foreign students are required to notify their Dean’s Office by e-mail of the date of entry into the Russian Federation and intended place of stay no later than 10 days in advance (fill in the form: rus , eng.).
No earlier than 3 calendar days before arrival in Russia, it is obligatory for students to do a PCR Test for COVID-19, and, if the result is negative, receive a relevant document in Russian or English in their home countries.
Within 72 hours after entry into the territory of Russia, foreign students have to repeat a PCR Test. Until the test results are received, students are required to self-isolate at their place of residence or in the University dormitory isolation room. During self- isolation, study is conducted online. Without repeat testing, foreign students are not allowed to study in-person.
If foreign students during the period of self-isolation have the first symptoms of an acute respiratory disease (fever, sore throat, runny nose, cough), they have to immediately inform the University and call a doctor.
Please note that in order to enter the territory of Russia legally, you must have valid documents with a sufficient period of validity: passport, visa (for visa countries).

Information for students from countries with visa requirements:
For obtaining a study visa for entry into the territory of the Russian Federation, it is necessary to receive an invitation issued by the Department of the Ministry of Internal Affairs of the Russian Federation in Saint Petersburg. For this purpose, you should submit a package of documents to the University’s Department of Visa Support and Migration Registration (Piskarevskiy pr. 47, building 32, 1st floor, room 13) or e-mail them to the Department at ovir@szgmu.ru:
1. Application form for invitation of the established form
2. Application form for invitation filled out in Russian
3. Photocopy of all filled in passport pages.
4. Photocopy of a notarized translation of passport.
5. If you reside in a country where you are not a citizen, you are required to submit copies of the documents on the basis of which you reside there (temporary residence permit, residence permit, etc.).
The University does not charge a fee for the invitation letter.
Based on the issued invitation letter from the Embassy or Consulate of the Russian Federation in the country of residence, a student of our University obtains a one-entry study visa for entry into the territory of the Russian Federation. The visa will be issued in accordance with the terms specified in the invitation. Your arrival in St. Petersburg is required no later than 1.5 months before the visa expiry date, as it takes 1.5 months to obtain a multiple-entry visa on arrival in Russia.
After a 72-hour isolation and repeated PCR-test, it is necessary to come to the Department of Visa Support and Migration Registration at Piskarevskiy pr, 47, building 32, 1st floor, room 13, to submit the original migration documents and to extend the period of stay on the territory of the Russian Federation.
Information for students from countries with visa-free regime
Upon arrival in St. Petersburg, a foreign citizen is required to self-isolate for 72 hours. After 72-hour isolation and repeated PCR-test, it is necessary to come to the Department of Visa Support and Migration Registration at Piskarevskiy pr, 47, building 32, 1st floor, room 13, to submit the original migration documents.
A foreign citizen carries out migration registration on his/her own at a private address (with relatives, acquaintances, at a rented apartment or hotel, etc.). A foreign citizen submits the original of the migration registration confirmation form, passport, and migration card with the stamp of the checkpoint and the date of crossing the Russian border, with the indication of the purpose of arrival "study", to the Department of Visa Support and Migration Registration of the University (building 32, 1st floor, room 12 and 13) no later than 7 days after arrival.
Please note: Translations of all documents into Russian are required to be made to the name and surname indicated in the translation of the passport (the translation of the passport is required to be certified by a notary in the Russian Federation).
A foreign citizen will be given an extension of stay in the territory of the Russian Federation and the opportunity to live in the University dormitories.

The procedure of check-in and accommodation in the dormitory with isolation rooms:
Upon arrival on the territory of the Russian Federation, foreign students do a PCR Test for COVID-19 within 72 hours after entry into the territory of the Russian Federation. Until the test results are received, it is obligatory to self-isolate in the University dormitory, Zanevskiy pr. 1/82, St. Petersburg, or at a private address.
